House of Representatives Approves Session 11 Agenda

On April 7, the House of Representatives reconvened after a brief recess, marking the resumption of its legislative activities. The main purpose of the first meeting was to approve the agenda for Session 11. Once the members gathered, a quorum was established, allowing the meeting to officially commence.
The quorum was not complete at the scheduled time, which affected the meeting’s start time. The session began at 10:30 AM. According to the House of Representatives’ sessions, the culture of incomplete quorums or delayed start times occurs frequently, and sometimes sessions do not officially open due to the lack of a complete quorum.
The Chairman of the House, Honorable Yasin Haji Mohamoud Xiir (Faratoon), opened the session with a welcoming address. Following this, the Secretary of the House distributed copies of the agenda to all members present, ensuring that everyone had the necessary information to participate effectively in the discussions. After the representatives had time to review the agenda, the Chairman proposed that they proceed to a vote on its approval.
A total of 42 representatives were in attendance during the voting process. The Chairman called for the vote, and the results were as follows: 30 members voted in favor of approving the agenda, 8 members opposed it, and 3 representatives chose to abstain from voting.
Some of the House representatives requested points of order or points of correction, but the Chairman did not allow them to voice their concerns. According to Article 27 of the code of conduct, representatives have the right to request a point of correction, and the Chairman must allow the one who requests it to speak.
After the voting concluded, the Chairman announced the results clearly, confirming that the agenda for Session 11 had been approved. He then thanked the members for their participation and officially closed the meeting, signaling the beginning of the legislative work planned for the session ahead.
The House of Representatives officially released the names of the 26 representatives who were absent at the opening of Session 11 and posted this information on social media. This situation frequently occurs during sessions, and while the House releases the names of absentees, the community remains unaware of any further actions taken after the announcements.
According to Article 18 of the code of conduct, if a representative misses 20 consecutive sessions, they will lose their position.
